A. The Chinese Government protects the legitimate rights and interests of aliens within Chinese territory. The personal freedom of aliens shall be inviolable. Aliens in China shall abide by Chinese law and shall not endanger the national security of China, harm its public interests or disturb its public order.
B. Aliens holding visas Z, X shall, within 30 days of entry into China, obtain aliens' residence permits from Dept. of Exit-Entry Administration, Jinan Public Security Bureau. The period of validity of the aforementioned residence permit is the duration of the holders' permitted stay in China.
C. Aliens who need to prolong their residence in China beyond the expiration of their residence permits shall apply for an extension before the expiration of their permits from Dept. of Exit-Entry Administration, Jinan Public Security Bureau.
D. In case of any changes in the information written in an alien's Residence permit (such as name, nationality, occupation, status, place of work, address, passport number and accompanying children), the holder of the permit shall, within 10 days, register such changes at Dept. of Exit-Entry Administration, Jinan Public Security Bureau.
E. The holder of an alien's residence permit who wishes to move out of Jinan shall register the move at Dept. of Exit-Entry Administration, Jinan Public Security Bureau in advance, and shall, within 10 days of arrival at the new place of residence, register the move-in at the public security bureau at the new place of residence.
F. Aliens at the age of 16 and upwards who reside or stay in China shall carry with their passports for possible inspection by police in charge of foreign affairs.
G. Aliens who wish to lodge at guesthouses, schools or other Chinese organizations(Foreign institutions in China), shall present their valid passports or residence permits and fill in registration forms of temporary accommodation. If an alien wishes to lodge at the home of a Chinese resident(or the home of an alien in China)in urban areas, the host or the lodger shall, within 24 hours of the lodger's arrival, report to the local public security organ with the lodger's passport and permit as well as the host's residence booklet (passport), and fill in registration forms. Aliens holding long-term residence permits in Jinan who wish to lodge temporarily elsewhere than their own residences shall report and register accommodation in accordance with the Rules.
H. Aliens who want rent a house shall apply to the local public security organ. Residences and offices that have already been established in these restricted areas shall be moved to non-restricted areas within the time limit prescribed in the notice of moving issued by the city or county public security bureau.
I. Aliens who have no residence permits or are on a study program in China shall not be employed in China without permission from the competent authorities of the Chinese Government.
J. An alien whose Chinese visa or certificate is lost or damaged shall promptly report to the Exit and Entry Department under the local Public Security Bureau and apply for a new one or a replacement. An alien who has lost his/her residence permit shall declare it invalid on an official local newspaper.
K. Aliens who illegally stay in China in contravention of the Rules may be served a warning, fined 500 Yuan per day for the period of his/her illegal stay in China with the total sum of fine not exceeding 5,000 Yuan, or detained from 3 to 10 days. Those whose offences are serious may at the same time be ordered to leave the country within a specified time.
L. Aliens who, in contravention of Rules, fail to carry their passports or residence permits with them as required or refuse to produce their certificates to police for inspection may be served a warning or fined up to 500 Yuan, and those whose offences are serious may at the same time be ordered to leave the country within a specified time.
M. Whoever is held responsible for failing to register accommodation or report such registration to the public security organ or for accommodating aliens without valid certificates in contravention of the Rules may be served a warning or fined from 50 to 500 Yuan.
N. Aliens who found employment without permission from the Ministry of Labor of the People's Republic of China or its authorized departments shall have their posts or employment terminated and may at the same time be fined up to l,000 Yuan, and those whose offences are serious may at the same time be ordered to leave the country within a specified time. Units and individuals who employ aliens without permission shall terminate employment of the said aliens and may at the same time be fined from 5,000 to 50,000 Yuan , and be ordered to cover all the expenses of repatriating the aliens whom they had employed.
O. In order to drive, you should get a driver’s license beforehand. The Chinese driver’s license can be given to those who have already owned a foreign license which is accepted by the Sate Department Police, and has passed the test offered by the traffic manager department of the police. Drivers should only drive the permitted type of vehicles by the driver’s licenses. When driving, you should make sure that your driver’s license is always together with you.
P. Aliens practicing their religions within the territory of China should observe the laws and regulations of China. They are not allowed to establish religious organizations, set up religious executive office, set up the place for spreading religion or running the religious universities and colleges within the territory of China. They are not allowed to develop believers, appoint religious clergy and carry on other activities of preaching among the Chinese citizens.
